Power Plant Basement
In order to access the basement, you must first obtain all Kanto and Johto gym badges.
To reach the Power Plant, look for a body of water on the north-east corner of Route 9. Then, surf south.
Zapdos can only be encountered here if your lead Pokemon is alive and holding a Feather of Zapdos or Feather of Zapdos (Enhanced).
